Nuclear + Quantum as Dual-Use Sovereign Capacity
State & Local Execution Pathways

This issue builds directly on Policy Tracker Issue 1 and the White House report Science: A New Golden Age by Michael Kratsios. That report framed energy abundance, advanced computation, and domestic scientific capacity as the foundation of national power. Here we translate those signals into practical state and local action.
1.1 The Department of Energy has moved from studies to deployment. In late 2025 it awarded $800 million to the Tennessee Valley Authority and Holtec to advance American light-water small modular reactors (SMRs: factory-built nuclear reactors designed for faster construction and lower upfront capital). Additional selections in 2026 expanded support for near-term SMR deployment. Parallel programs are accelerating microreactors and high-assay low-enriched uranium (HALEU).

“High-assay” simply means higher quality fuel. Standard nuclear fuel is enriched to about 5%. HALEU is enriched between 5% and 20%. The higher enrichment lets advanced reactors run smaller, more efficient, and longer between refueling. It is still low-enriched uranium, not weapons-grade material. The point of domestic HALEU production is to stop depending on foreign suppliers for the fuel that next-generation American reactors need.
1.2 Quantum sensing uses the extreme sensitivity of quantum systems to measure gravity, magnetic fields, time, or acceleration with far higher precision than classical instruments. The Department of Defense and intelligence community already fund programs that apply these sensors for navigation in GPS-denied environments and for monitoring critical infrastructure. Quantum-secure communications use quantum principles to detect eavesdropping; any attempt to intercept the signal disturbs it, making the channel effectively tamper-evident. Large-scale fault-tolerant quantum computing remains further out. The near-term industrial and security value sits in sensing, timing, and secure networking.
1.3 Treasury Secretary Scott Bessent has stated that “productive capacity is power” and that trade policy, industrial policy, and national security execution must fit together or each will fail separately. Federal Reserve Chair Kevin Warsh was selected in part to reverse the long period of balance-sheet expansion and financialization. His direction points toward returning the Federal Reserve closer to a Hamiltonian national-bank standard that supports productive credit rather than pure financial accommodation. 2.1 If Alexander Hamilton and Henry Clay were alive today, they would look at energy abundance and advanced computation the same way they looked at canals, foundries, and a national bank. Dense, reliable, domestic nuclear power is the modern equivalent of the internal improvements they championed. Without it, quantum-scale computation, advanced AI data centers, and high-density manufacturing remain constrained by intermittent power and foreign fuel cycles. Productive power requires both the machines and the energy to run them.
2.2 Nuclear energy and advanced computation are dual-use sovereignty technologies: tools that simultaneously strengthen commercial capacity and national security. The same pattern that once linked domestic manufacturing to national independence under Clay, Carey, Lincoln, and McKinley continued into the twentieth century. Even after the reintroduction of free-trade orthodoxy, the United States still relied on domestic industrial and technical capacity to prevail in two world wars. 2.3 Secure domestic supply chains for nuclear fuel and specialized quantum components are not optional. Dependence on foreign enrichment, especially for HALEU, is a strategic vulnerability. Building American fuel fabrication, enrichment, and component capacity is industrial policy in the classic American System sense. That supply chain only works if it is staffed by a permanent American citizen workforce rather than temporary labor. High-skill roles in nuclear operations, systems integration, and continuous improvement require people who stay long enough to master the work and improve it. 3.1 States that assemble three elements will hold a durable advantage: advanced nuclear projects, advanced manufacturing, and high-skill American workforce pipelines. The advantage compounds. Capital follows permitting speed and skilled labor; skilled labor stays where projects actually break ground.
3.2 Concrete examples already exist. Texas created the Advanced Nuclear Energy Office and opened a $350 million Advanced Nuclear Development Fund that can reimburse construction and supply-chain costs. Tennessee has allocated tens of millions through its Nuclear Energy Fund and is turning former Manhattan Project land in Oak Ridge into an advanced energy and manufacturing hub. Indiana created a 20% SMR manufacturing tax credit. Kentucky established a Nuclear Energy Development Grant Program. Louisiana directed its environmental agency to create federal permitting parity for SMRs. These states treat nuclear as productive capacity rather than pure regulatory burden.
3.3 The required workforce is specific and high-skill: nuclear technicians, radiation protection specialists, systems engineers, continuous-improvement roles, and quantum-adjacent technical positions. These are not short-cycle temporary labor jobs. They are the same category of long-term American capability that the Department of Transportation is rebuilding through the Freedom Haulers program by replacing non-sovereign CDL drivers with veterans who already hold the relevant experience. The elevator analogy from Module 1 still applies: automation and advanced systems should move Americans into higher-skill engineering, maintenance, and oversight roles rather than simply eliminating hours.

4.1 Economic-development and workforce boards should prioritize three concrete actions:
4.2 Productive finance is already appearing at the state level. Texas’s $350 million Advanced Nuclear Development Fund is structured as cost-reimbursement grants for both construction and supply-chain activity. Tennessee’s Nuclear Energy Fund has directed capital into workforce development, site infrastructure, and nuclear-related businesses. Several states are also using federal State Small Business Credit Initiative programs and industrial development boards to channel capital into advanced manufacturing. These are early but real examples of directing public and quasi-public capital toward productive capacity rather than pure financial returns.
4.3 Near-term practical focus remains quantum sensing and secure communications with clear defense or critical-infrastructure demand (navigation without GPS, infrastructure monitoring, tamper-evident networks). Medium-term focus is SMR and microreactor deployment paired with manufacturing clusters that can absorb the high-skill workforce those projects create. Oak Ridge, Tennessee, and the growing Texas nuclear cluster are the clearest current examples of this pairing in practice.

6.1 The Quantum Nexus watches a long technical and historical thread: Nikola Tesla’s high-frequency and wireless work, John G. Trump’s wartime review of Tesla’s papers, the radar and Manhattan Project efforts that followed, and the present-day linkage of energy abundance, advanced computation, and national power under the current administration and figures such as Elon Musk. That thread is real and documented.
The more speculative claims about exotic communications or cross-time effects remain science-fiction and fringe conjecture. Stay grounded so you are not shocked by the hypothesis. The serious work is still the hard engineering of domestic reactors, fuel supply, sensing systems, and the high-skill American workforce that runs them.
