Leadership treats Rocks as a system that drives weekly focus and accountability — not only a list of annual wishes.
Rocks are few, owned, and reviewed in Level 10; unfinished Rocks are IDS’d, not quietly dropped.
At least one Rock is explicitly tied to building capacity (pipeline, knowledge retention, critical seat strength, process that elevates work) — not only revenue, fill-rate, or cost cut.
Capacity Rocks have a clear owner who can affect the outcome (not only HR or Finance as spectators).
No Rock assumes permanent short-cycle temporary or visa labor coverage as the way to hit the number.
Failure mode check: A Rock that can only be hit by expanding permanent short-cycle temporary or visa labor design on critical seats is treated as a capacity risk, not a win.

Success check at day 90: Rocks are run as a system (owned, few, reviewed); at least one Rock is capacity-linked with an operator owner; no Rock depends on unchallenged permanent short-cycle temporary or visa labor design for critical seats — so Rocks build lasting productive capacity rather than rent weakness.
BMC Module 2 (OKRs under a Hamiltonian filter) applies the same capacity lens in OKR language. Preferred path for teams new to the filter: free BMC series first, then EOS. Teams already running EOS may start here and still use BMC diagnostics alongside — no mandatory sequence.
