Rocks That Build Capacity: Goals Under a Hamiltonian Filter

Posture: American System / Hamiltonian filter on native EOS tools. Not a claim that standard EOS practice is Hamiltonian.

1. Diagnostic Checklist

Use with leadership or alone. Prefer facts over aspirations. Complete in the guided checklist (Yes / Partially / No + short note). No essay required.

Rocks as a system (not only a goal list)

• [ ] Leadership treats Rocks as a system that drives weekly focus and accountability — not only a list of annual wishes.
• [ ] Rocks are few, owned, and reviewed in Level 10; unfinished Rocks are IDS’d, not quietly dropped.

Capacity-linked Rocks

• [ ] At least one Rock is explicitly tied to building capacity (pipeline, knowledge retention, critical seat strength, process that elevates work) — not only revenue, fill-rate, or cost cut.
• [ ] Capacity Rocks have a clear owner who can affect the outcome (not only HR or Finance as spectators).

Short-cycle temporary or visa labor

• [ ] No Rock assumes permanent short-cycle temporary or visa labor coverage as the way to hit the number.
• [ ] Failure mode check: A Rock that can only be hit by expanding permanent short-cycle temporary or visa labor design on critical seats is treated as a capacity risk, not a win.

Hand-off to Scorecard & People

• [ ] Capacity Rocks point to a metric that could live on the Scorecard (Module 3) and to seats that Module 5 would protect.
• [ ] When a capacity Rock is red and cost is green, Level 10 still IDS’s it.

Anchors (shared language)

• [ ] Team can state: Rocks are the system that turns Vision into weekly execution; capacity Rocks keep the system from optimizing cost while strength erodes.
• [ ] Posture: Operating in the United States is not workforce-neutral. Seat design either builds lasting productive capacity or rents weakness.

Diagnostic result (one line): Where is the gap — Rocks as a wish list, no capacity-linked Rock, Rocks that depend on permanent short-cycle temporary or visa labor design, or Level 10 that skips capacity when cost is green?

2. 90-Day Outline (Free Execution Scaffold)

Days 1–30 — Diagnose

Days 31–60 — Redesign

Days 61–90 — Execute & Embed

Success check at day 90: Rocks are run as a system (owned, few, reviewed); at least one Rock is capacity-linked with an operator owner; no Rock depends on unchallenged permanent short-cycle temporary or visa labor design for critical seats — so Rocks build lasting productive capacity rather than rent weakness.

3. Soft Cross-Reference (BMC)

BMC Module 2 (OKRs under a Hamiltonian filter) applies the same capacity lens in OKR language. Preferred path for teams new to the filter: free BMC series first, then EOS. Teams already running EOS may start here and still use BMC diagnostics alongside — no mandatory sequence.
