Sovereign Workforce Diagnostic

  1. We have clearly identified the role families most critical to productive capacity over the next 3–5 years.

  2. We can state what percentage of those roles are filled by long-term American workers versus temporary or short-cycle non-sovereign labor.

  3. We know where institutional knowledge is currently walking out the door with every rotation.

  4. We have deliberate pipelines (internal development, apprenticeships, veterans pathways, or local partnerships) that produce American talent for critical roles.

  5. Success is measured by capability growth and retention of high performers, not only time-to-fill or labor cost.

  6. Leadership treats the development of American talent as a strategic investment in productive capacity.

  7. Workforce strategy is explicitly linked to the Business Model Canvas, OKR system, Operating Model, and Value Stream work from Modules 1–4.

  8. We have identified at least one concrete pipeline action that can begin reducing dependence on temporary non-sovereign labor within 12 months.

Policy pairing means a channel restriction joined to a citizen replacement or training pipeline. The proof already on that tracker is USDOT plus a veteran CDL path. Days 1–30: Diagnose & Align

  • Complete the Sovereign Workforce Diagnostic with the leadership team
  • Identify the two or three role families most critical to long-term productive capacity
  • Measure current dependence on temporary or short-cycle non-sovereign labor for those roles
  • Select one role family for focused pipeline design

Days 31–60: Design

  • Map current reality for the selected role family (how roles are actually filled today)
  • Design a deliberate 3–5 year American talent pipeline (sources, development steps, retention logic, success metrics)
  • Align the pipeline design with the Business Model Canvas, OKR system, Operating Model, and Value Stream work
  • Identify the first concrete action that can begin within 90 days

Days 61–90: Execute & Embed

  • Launch the first concrete pipeline action
  • Establish a simple monthly review on capability and dependence metrics
  • Capture early lessons and adjust
  • Decide the next role family to bring into the sovereign pipeline approach
