This tracker centers on the White House OSTP report Science: A New Golden Age (Michael Kratsios, July 2026) and the credit / tax environment taking shape under Bessent and Warsh influence. It connects sovereign science policy to productive capacity, workforce design, and practical action for companies and state/local leaders.


1. Why this tracker exists

Policy and capital still treat science, credit, and workforce as loosely related. Under the American System they are one productive-sovereignty problem: domestic discovery must translate into domestic capacity, merit-based American talent must be the base, and credit must favor real production over pure financialization.

The Kratsios report, the National Security Science and Technology Strategy (NSSTS), research-security enforcement, and the Bessent–Warsh credit vector form one arc. This tracker scores that arc and surfaces what companies and state/local leaders can do with it.

2. Definitions (plain English)

  • Productive sovereignty — ability to discover, make, and improve critical capacity inside the nation, with benefits compounding first at home.
  • Sovereign workforce — permanent American citizen base in critical seats; genius-tier visas only where U.S. capability is genuinely thin — not short-cycle temporary or visa labor as permanent design.
  • Directed productive credit — capital and policy attention steered toward domestic manufacturing, energy, infrastructure, and real productivity gains rather than labor arbitrage or short-term financial extraction.
  • Local pairing — federal science and industrial signals only become durable when state and local programs (grants, apprenticeships, community-college pipelines) put citizen high-skill seats under them.


3. Key policy and operational signals

The White House Office of Science and Technology Policy released Science: A New Golden Age (Michael Kratsios, July 2026). The report states that American scientific and technological leadership must be rebuilt on domestic productive capacity, merit, and a sovereign workforce.

Points that matter for operators:

  • Temporary visa holders account for roughly half of U.S. doctoral graduates in computer science and mathematics with confirmed post-graduation plans. That reliance “sidelines American students, a deep domestic talent pool that remains under-supported.”
  • Decades of offshoring broke the link between American discovery and American manufacturing. Discovery without domestic production leaves the United States paying for research while rivals capture process knowledge and returns.
  • Restoring pure merit in research funding and rebuilding domestic translation of science into industry are explicit national priorities.

Mid-August 2026 moved those priorities from vision into operating pressure. OSTP issued the National Security Science and Technology Strategy (NSSTS), building on the Golden Age report and the 2025 National Security Strategy. Four pillars: focus technology competition; build technological resilience; accelerate innovation; protect national security S&T. Critical and emerging technology areas tied to productive capacity include advanced manufacturing and materials, AI and autonomy, nuclear energy, semiconductors, sensing, quantum information technologies, and space.

The same window produced enforcement, not only strategy language. The Department of War (Office of the Under Secretary for Research and Engineering) notified 30 domestic academic institutions to run immediate audits of academic, financial, and research collaborations with foreign entities of concern under NDAA Section 1286 and successor networks to Confucius Institutes. Institutions must report findings and mitigation — including termination of problematic partnerships — by 31 August 2026. Future federal research eligibility is on the line. Under Secretary Emil Michael: zero tolerance for partnerships that compromise national security. Parallel signal from Education: Secretary Linda McMahon’s 3 August national call to university presidents and governing boards for public reform statements by year-end — transparent merit-based admissions, protection of the research enterprise from malign foreign influence, and research that serves the American people who fund it.

One NSSTS line still needs an American System filter. Language on “attracting and retaining top-tier global talent in critical national security S&T fields” softens toward a global-pipeline frame. Compatible under this filter: genius-tier and critical-field retention where U.S. capability is genuinely thin. Not compatible: short-cycle temporary or visa labor as permanent capacity design for core seats. “Global talent” is not a substitute for a sovereign citizen workforce. Together, Kratsios, NSSTS, DoW research-security audits, and the McMahon call form one arc: merit, domestic translation of science into industry, and research security as conditions of national productive capacity — not optional prestige R&D.

Credit, tax, and the Bessent–Warsh vector. Treasury Secretary Scott Bessent and the emerging influence of Kevin Warsh at the Federal Reserve are reinforcing the same direction through financial channels:

  • Credit conditions are gradually shifting away from pure financial engineering and toward productive investment. Capital is being encouraged to support domestic manufacturing, energy, infrastructure, and innovation that builds long-term American capacity.
  • Tax and incentive signals are increasingly aligned with companies that invest in sovereign workforce development, domestic production, and genuine productivity gains rather than labor arbitrage or short-term financial extraction.
  • The combination of science policy (Kratsios), Treasury direction (Bessent), and monetary/credit philosophy (Warsh influence) is creating a more coherent environment for American System-aligned businesses.

This is not yet a fully formed industrial-policy regime, but the directional change is clear: capital and policy attention are moving toward productive sovereignty.

5. Hamiltonian / productive-sovereignty readout

The American System has always held that national strength rests on:

  • A high-capability domestic productive base
  • Merit-based development of American talent
  • Directed improvement of infrastructure, manufacturing, and scientific capacity
  • Ensuring the benefits of innovation accrue first to the nation that generates them

The Kratsios report, the NSSTS, and current Treasury and Fed-related signals mark a practical return to these principles after decades of financialization and offshoring.

For companies, the strategic implication is straightforward: investments that strengthen domestic capability, American workforce development, and innovation-driven productivity are moving into closer alignment with the direction of national policy and credit conditions.


6. Implications for business and local leaders (next 6–12 months)

  1. Workforce strategy – Heavy reliance on short-cycle temporary labor for core technical roles is becoming a strategic liability. Building long-term pipelines of American talent is both a capability issue and a policy-alignment issue. Genius-tier visas where capability is thin remain compatible; permanent temporary design does not.
  2. Capital allocation – Projects that expand domestic production capacity, energy resilience, and advanced manufacturing are likely to face a more supportive credit and incentive environment than pure labor-arbitrage models.
  3. Innovation focus – Cost reduction through genuine process and technology innovation (rather than simply cheaper labor) is the higher-leverage and more policy-aligned path.
  4. Positioning – Companies that can demonstrate contribution to domestic productive strength will find it easier to navigate the emerging policy and financing landscape.
  5. Local pairing – Federal science and industrial signals matter most when state and local programs (grants, apprenticeships, community-college pipelines) put citizen high-skill seats under them. Watch that pairing; do not assume it. Lab: From a national tracker to a local seat.
