Nuclear + Quantum as Dual-Use Sovereign Capacity
State & local execution pathways
This issue builds on Policy Tracker Issue 1 and the White House report Science: A New Golden Age by Michael Kratsios — energy abundance, advanced computation, and domestic scientific capacity as the foundation of national power.
1Why this tracker exists
Energy abundance and advanced computation are not niche tech topics. Under the American System they are dual-use sovereignty technologies: the modern equivalent of internal improvements. Without dense, reliable domestic nuclear power and secure sensing/communications capacity, quantum-scale computation, advanced manufacturing, and national security execution remain constrained by intermittent power and foreign fuel cycles.
This tracker scores nuclear and quantum signals as productive capacity — not only as regulatory or environmental files — and surfaces state/local execution pathways, including workforce and productive-finance pairing.
2Definitions (plain English)
Dual-use sovereignty technologies — tools that simultaneously strengthen commercial capacity and national security (dense domestic energy + advanced sensing/computation).
SMR (small modular reactor) — factory-built nuclear reactors designed for faster construction and lower upfront capital.
HALEU — “High-assay” means higher-quality fuel. Standard nuclear fuel is enriched to about 5%. HALEU is enriched between 5% and 20%. It is still low-enriched uranium, not weapons-grade. Domestic HALEU production reduces dependence on foreign suppliers for next-generation American reactors.
Quantum sensing — uses the extreme sensitivity of quantum systems to measure gravity, magnetic fields, time, or acceleration with far higher precision than classical instruments.
Quantum-secure communications — uses quantum principles to detect eavesdropping; any attempt to intercept disturbs the signal, making the channel effectively tamper-evident.
Permanent American citizen workforce — high-skill roles staffed by people who stay long enough to master and improve the work — not short-cycle temporary labor as permanent design.
3Key policy and operational signals
DOE deployment path. The Department of Energy has moved from studies to deployment. In late 2025 it awarded $800 million to the Tennessee Valley Authority and Holtec to advance American light-water SMRs. Additional selections in 2026 expanded support for near-term SMR deployment. Parallel programs are accelerating microreactors and HALEU.
Quantum sensing and secure communications. The Department of Defense and intelligence community already fund programs that apply quantum sensors for navigation in GPS-denied environments and for monitoring critical infrastructure. Large-scale fault-tolerant quantum computing remains further out. Near-term industrial and security value sits in sensing, timing, and secure networking.
Bessent / Warsh productive-capacity language. Treasury Secretary Scott Bessent has stated that “productive capacity is power.” Federal Reserve Chair Kevin Warsh was selected in part to reverse the long period of balance-sheet expansion and financialization. Issue 3 examines this Fed reorientation in detail.
1.4 Fuel-cycle stress signal (August 2026). Kazatomprom — Kazakhstan’s national uranium company and the world’s largest primary producer of uranium — disclosed new major offtake agreements directing more material to Chinese and Russian buyers, while raising cost guidance and flagging a 6–12 month delay on a new sulphuric-acid plant. This is not a claim that Russia “owns” Kazakh production, and it is not proof of a deliberate cut-off aimed at U.S. programs. It is evidence that a large share of global primary supply is concentrating toward Eastern demand. Motive remains interpretive; the offtake tilt and cost floor are documented.
Still-live U.S. deployment cluster (select): Centrus HALEU at Piketon, Ohio; X-energy / Centrus HALEU path for Xe-100; TVA Clinch River Unit 1 (BWRX-300) in NRC licensing; Oklo first criticality under the DOE Reactor Pilot Program in Texas; New York quantum communications network milestone (Stony Brook–Brookhaven). These are the domestic answers that make the foreign-supply stress actionable rather than merely alarming.

5Hamiltonian / productive-sovereignty readout
If Alexander Hamilton and Henry Clay were alive today, they would look at energy abundance and advanced computation the same way they looked at canals, foundries, and a national bank. Dense, reliable, domestic nuclear power is the modern equivalent of the internal improvements they championed. Productive power requires both the machines and the energy to run them.
Secure domestic supply chains for nuclear fuel and specialized quantum components are not optional. Dependence on foreign primary uranium and foreign enrichment — especially for HALEU — is a strategic vulnerability. The goal is widely understood; the hard work is the system that finds, funds, permits, and staffs that capacity. That system only works if it is staffed by a permanent American citizen workforce rather than temporary labor.
6Implications for business and local leaders (next 6–12 months)
State & local structural advantage. States that assemble advanced nuclear projects, advanced manufacturing, and high-skill American workforce pipelines hold a durable advantage. Concrete examples: Texas Advanced Nuclear Energy Office and $350 million Development Fund; Tennessee Nuclear Energy Fund and Oak Ridge hub; Indiana 20% SMR manufacturing tax credit; Kentucky Nuclear Energy Development Grant Program; Louisiana permitting parity for SMRs.
The required workforce is specific and high-skill — not short-cycle temporary labor jobs. The same category of long-term American capability that Freedom Haulers is rebuilding in transportation.
Offset stack. U.S. uranium concentrate production has restarted at a small but real scale (Wyoming, Texas, Utah). Canadian primary production remains the largest Western-allied mine supply. U.S. enrichment is the strategic bottleneck: Centrus at Piketon for HALEU and Urenco USA in New Mexico for LEU. Allied location is not the same as sovereign U.S. capacity.
