This tracker builds directly on Science, Golden Age & Sovereign Capacity and the White House report Science: A New Golden Age by Michael Kratsios. That report framed energy abundance, advanced computation, and domestic scientific capacity as the foundation of national power. Here we translate those signals into practical state and local action.
Energy abundance and advanced computation are not niche tech topics. Under the American System they are dual-use sovereignty technologies: the modern equivalent of internal improvements. Without dense, reliable domestic nuclear power and secure sensing/communications capacity, quantum-scale computation, advanced manufacturing, and national security execution remain constrained by intermittent power and foreign fuel cycles.

Related trackers
DOE deployment path. The Department of Energy has moved from studies to deployment. In late 2025 it awarded $800 million to the Tennessee Valley Authority and Holtec to advance American light-water SMRs. Additional selections in 2026 expanded support for near-term SMR deployment. Parallel programs are accelerating microreactors and HALEU.
Quantum sensing and secure communications. The Department of Defense and intelligence community already fund programs that apply quantum sensors for navigation in GPS-denied environments and for monitoring critical infrastructure. Large-scale fault-tolerant quantum computing remains further out. Near-term industrial and security value sits in sensing, timing, and secure networking.
Bessent / Warsh productive-capacity language. Treasury Secretary Scott Bessent has stated that “productive capacity is power” and that trade policy, industrial policy, and national security execution must fit together or each will fail separately. Federal Reserve Chair Kevin Warsh was selected in part to reverse the long period of balance-sheet expansion and financialization. His direction points toward returning the Federal Reserve closer to a Hamiltonian national-bank standard that supports productive credit rather than pure financial accommodation. Fuel-cycle stress signal (August 2026). Kazatomprom — Kazakhstan’s national uranium company and the world’s largest primary producer of uranium — disclosed new major offtake agreements directing more material to Chinese and Russian buyers, while raising cost guidance and flagging a 6–12 month delay on a new sulphuric-acid plant needed for its in-situ leach mines. This is not a claim that Russia “owns” Kazakh production, and it is not proof of a deliberate cut-off aimed at U.S. quantum or nuclear programs. It is evidence that a large share of global primary supply is concentrating toward Eastern demand at the same time Western utilities still need long-term cover. Motive remains interpretive; the offtake tilt and cost floor are documented.
Still-live U.S. deployment cluster (select): Centrus completed DOE demonstration HALEU production and signed a large DOE task order to build commercial-scale HALEU capacity at Piketon, Ohio (first new commercial capacity targeted around 2029; existing cascade moving toward commercial operation for near-term customers). X-energy and Centrus have a HALEU supply path tied to Xe-100 development. TVA Clinch River Unit 1 (BWRX-300) remains in active NRC licensing. Oklo’s first criticality under the DOE Reactor Pilot Program occurred in Texas. New York announced a milestone expanding its quantum communications network (Stony Brook–Brookhaven free-space link on a multi-site entanglement network). These are the domestic answers that make the foreign-supply stress actionable rather than merely alarming.

The serious work is still the hard engineering of domestic reactors, fuel supply, sensing systems, and the high-skill American workforce that runs them.

If Alexander Hamilton and Henry Clay were alive today, they would look at energy abundance and advanced computation the same way they looked at canals, foundries, and a national bank. Dense, reliable, domestic nuclear power is the modern equivalent of the internal improvements they championed. Without it, quantum-scale computation, advanced AI data centers, and high-density manufacturing remain constrained by intermittent power and foreign fuel cycles. Productive power requires both the machines and the energy to run them.
Nuclear energy and advanced computation are dual-use sovereignty technologies. The same pattern that once linked domestic manufacturing to national independence under Clay, Carey, Lincoln, and McKinley continued into the twentieth century. Even after the reintroduction of free-trade orthodoxy, the United States still relied on domestic industrial and technical capacity to prevail in two world wars.
Secure domestic supply chains for nuclear fuel and specialized quantum components are not optional. Dependence on foreign primary uranium and foreign enrichment — especially for HALEU — is a strategic vulnerability. Building American mining, conversion, enrichment, and component capacity is industrial policy in the classic American System sense. The goal is widely understood; the hard work is the system that finds, funds, permits, and staffs that capacity. That system only works if it is staffed by a permanent American citizen workforce rather than temporary labor. High-skill roles in nuclear operations, systems integration, and continuous improvement require people who stay long enough to master the work and improve it. State & local structural advantage. States that assemble three elements will hold a durable advantage: advanced nuclear projects, advanced manufacturing, and high-skill American workforce pipelines. The advantage compounds. Capital follows permitting speed and skilled labor; skilled labor stays where projects actually break ground.
Concrete examples already exist. Texas created the Advanced Nuclear Energy Office and opened a $350 million Advanced Nuclear Development Fund that can reimburse construction and supply-chain costs. Tennessee has allocated tens of millions through its Nuclear Energy Fund and is turning former Manhattan Project land in Oak Ridge into an advanced energy and manufacturing hub. Indiana created a 20% SMR manufacturing tax credit. Kentucky established a Nuclear Energy Development Grant Program. Louisiana directed its environmental agency to create federal permitting parity for SMRs. These states treat nuclear as productive capacity rather than pure regulatory burden.
The required workforce is specific and high-skill: nuclear technicians, radiation protection specialists, systems engineers, continuous-improvement roles, and quantum-adjacent technical positions. These are not short-cycle temporary labor jobs. They are the same category of long-term American capability that the Department of Transportation is rebuilding through the Freedom Haulers program by replacing non-sovereign CDL drivers with veterans who already hold the relevant experience. The elevator analogy from Module 1 still applies: automation and advanced systems should move Americans into higher-skill engineering, maintenance, and oversight roles rather than simply eliminating hours.
Investment focus (guidance for state & local leaders — not securities advice). Economic-development and workforce boards should prioritize: site readiness and permitting speed for advanced nuclear; domestic fuel and component supply-chain resilience (mining, conversion, enrichment — especially HALEU); deliberate pipelines that produce long-term American talent for nuclear and quantum-adjacent roles. Productive finance is already appearing at the state level (Texas Advanced Nuclear Development Fund; Tennessee Nuclear Energy Fund; SSBCIadjacent and industrial development board channels). Near-term practical focus remains quantum sensing and secure communications with clear defense or critical-infrastructure demand; medium-term focus is SMR/microreactor deployment paired with manufacturing clusters.
Offset stack (what can reduce dependence on concentrated foreign primary supply). U.S. uranium concentrate production has restarted at a small but real scale (Wyoming, Texas, Utah facilities producing in 2025–26). Canadian primary production (Cameco’s Saskatchewan operations) remains the largest Western-allied mine supply. U.S. enrichment is the strategic bottleneck being rebuilt: Centrus at Piketon for HALEU (and LEU expansion path) and Urenco USA in New Mexico for LEU. Allied location is not the same as sovereign U.S. capacity. Canadian and other Western-friendly pounds reduce Kazakhstan concentration risk; they do not replace the need for American mining, enrichment, and citizen pipelines.

Identify existing or missing high-skill American pipelines for nuclear and quantum-adjacent roles. Align economic-development and workforce strategy around productive capacity rather than pure cost or regulatory minimization.
